Bibber was born in Montgomery, Alabama, on November 7, 1907.  Her parents were John Thomas West and Augusta Celia "Gussie Ceil" Mabson.

She married William "Willie" Standring Yougene, and through the years she worked with her husband at the Jessie French Piano Company and later at the mail room at the State.

Bibber and Willie had two children:

Bibber passed away on August 11, 1995 in Montgomery, Alabama.
