George Milford Smelley, Jr. "Joe" was the son of George Milford Smelley, Sr., who served as fire chief for the city of Montgomery, Alabama. He was born in Talladega, Alabama on 29 September 1936 to Jessie Denny Smelley and her husband, George Milford Smelley, Sr. He graduated from Sidney Lanier High School in Montgomery, Alabama. He married twice, once in Macon County, Alabama and once in Montgomery County, Alabama. He died 14 January 1988 and is buried beside his parents in Greenwood Cemetery in Montgomery, Alabama.
